- ➤ Brandon Franklin, 18, of the 16900 block of Crane Road in Hazel Crest was charged with two felony counts of first-degree murder for the March 2023 shooting death of Oscar McDowell in Elgin—he is held in Kane County jail with a court hearing scheduled for June 9. Kane County Chronicle
